What is the name of your state (only U.S. law)? PA

Although I never received the statement notifying me that my income tax refund would be offset due to defaulted student loans, my refund was taken this past year regardless. However, I recently consolidated said loans into an Income Contingent Repayment plan, but, as I previously stated, I was unknowingly too late to stop the income tax offset. My question is: What can I do to halt any further and future tax offsets now that I am on the ICR plan? Or do I have no options?
