A friend of mine recently had IN state treasury contact her and advise her she had an outstanding amount of Taxes due. At that time she was married, filing jointly. They have since divorced and she was told she was responsible for the entire amount (because her name appeared first on the return) and would have to go after her ex for his half (the divorce papers stipulate 50/50 divide of all bills). Is this true?

Yep. When they both signed that tax form, as co-filers, each is independently liable for any tax liability.
