Assuming you are asking about PA inheritance tax, proceeds from a life insurance policy are not subject to the PA inheritance tax no matter who the beneficiary is.
For the others, it depends upon the relationship between the deceased and the beneficiary:
Spouse -- 0%
Lineal -- 4.5%
Siblings -- 12%
Anybody else -- 15%
