If an IRA names a Living Trust as the contingent beneficiary and the trust agreement clearly directs the sucessor trustee to make a charitable gift specifically from the IRA assets that have been transferred into the trust, are the assets atrributable to the IRA then subject to being taxed?

Yes. The distributions are taxable & a charitable deduction is claimed against all taxable income, lowering net taxable income.
