What is the name of your state (only U.S. law)? Ohio
My sister & her husband ignored certified mail from the IRS for at least 3 years. Now there is a lien on their residence. Her husband owns a roofing business and employs 3 or 4 men. As far as I know my sister & her husband have no intention of paying this tax debt. What is likely to happen?

Probably have their credit destroyed, business fail, have all of their liquid assets seized, and good luck trying to get any cash if they ever sell the house. By the way, the IRS has generally at least 10 years to collect.
