Lien v. Levy

What is the name of your state? CA
what is the difference between a Lien and a Levy? once the appeals of a lien is past, can the IRS just start grabbing your property?
can they confiscate a leased car? can they take a car that you are are making payments on for the next 5 years?
what percentage of your pay check can they take?
can the repeatedly take from your bank account, i.e. you deposit $500 per week for $500 in checks and the IRS take money out week after week?
