What is the name of your state? California

Is it true that an employer can only pay a fixed monthly wage to executives and has to pay all the other employees based on a hourly wage?

For example, can a compamy pay a office clerk at a fixed wage of $2,000 per month as long as it makes sure that the average hourly scale is more than the minimum hourly wage?

I am in California. Does the state law make a difference here?
