need irs question help

What is the name of your state? california
invested money in a secured promissory note by estate planner assuming (bad) taxes would be arranged by planner in monthly checks. they were not. now i owe irs/state more money than i have. i have no credit as husband died and i could not carry payments by myself. help, please!?
