New Business tax?

I registered a business last summer and recieved the tax id number. I never got the business started because of X reason.
Its now tax time, do I have to file a tax return? Of course like most people now a days that are selectively forgetful. I also never sent out the monthly earning stubs. What are the reprecussions?

What is a "monthly earning stub" and why would you have one if you didn't do any business in 2003?

If you had no income or expenses, then no, you would not need to file the business info, usually.

If you had expenses, you should file and claim the loss.
