New Jersey Tax

What is the name of your state (only U.S. law)? NJ
From what I understand, in New Jersey you owe no taxes if your gross income was less than 10,000. I did my taxes according to the instructions, but by that manner I would have to pay 100 on $7000 income. How do you get a refund for the tax you did pay? Is there an exemption that I missed?
