new york return amendment notice

What is the name of your state (only U.S. law)? New York

Hello, I did not live in new york city but worked here during 2008. I filed the return to claim the new york city tax. But I got the adjustment notice with the following exaplanation -
"The information on your return indicates you are a resident of new york city".

And I could not claim the city tax return. I am not sure what information in the return indicates that I am resident of new york city. How do I fix this and can I file an amended return?
