What is the name of your state? What is the name of your state? Missouri

My wife and I were married last December. I am a United States citizen by
birth and my wife is a permanent-resident-alien from Thailand.
She has two sons, one 14 and one 17, from a previous marriage. The boys
live with their grandmother (my wife's mother) in Thailand. We provided 100%
support for the three of them.

My question is, can we claim them as dependants?
If not, is there anyway to claim the money we send them as a deduction?

Thanks for any help.

No, I am sorry but you cannot claim them as dependents. If they lived with you you could, but because they live in Thailand you cannot. Only dependents living in Mexico and Canada can be claimed...and even then it requires getting tax IDs for those dependents.
