Payment to Foreign

If a company buys personal services from a company (or independent contractor) that is completely foreign (not incorporated in the US, all work is done abroad, no business presence in the US), is there any special reporting that needs to be done? (i.e., does form 1042 and 1042-S need to be filled out? What about form 8233?) Is the 30% withholding required?
I read the IRS pub 515 but there seems to be some contradictions between what it and forms 8233 and 1042/1042-S say (in terms of which forms would need to be filled out, etc)
