A: If by this you mean income taxes, then yes, if they make an income in this country, they pay applicable taxes.

Permanent residents (green cared holders) are taxed the same as US citizens -- on worldwide income regardless of where they live. Resident aliens (just live in the US) pay US taxes as long as they are in the US or have US-source income.
