What is the name of your state (only U.S. law)? VA

I transferred title and tags to my daughter in Feb. 2011, I received my tax bill in 4-11 and knowing how slow agencies move I decided to pay it as my daughter had just moved to Roanoke in March. About a month and a half ago my daughter receives a tax bill for the car. My daughter contacted the Commissioner about this and was advised she had to pay the tax because she resides at a different address. I thought property tax was on the property and not on the individual. Is the Commissioner right in charging taxes twice on the same car?
