potential irs problem please help

Oh yeah, you love to hate em..but this is weird...

My moms boyfriend of about 10 years says he owes in excess of $25000 to the irs..well

about a month ago, i get a call asking if a "his name exactly as it legally is but noone ever calls him that" lives there. well since it showed up as a private number on the caller id, i was suspicious of this individual..so i tell him i dont exactly know if he lives there but if he identifies himself i'm sure i could find out..he refuses time and time again, and eventually hangs up...

well today comes a certified letter i suppose (that we missed) wanting a signature and said it was from the irs and they would attempt to redeliver monday...

my question:

since texas has a common law law, and they falling into that catagory being together so long, legally makes them married right?

i have a weird feeling that they might come and confiscate our possessions and wondered if anyone knew anything regarding the laws of what they can and cant take/do, garnish wages of my mom, etc...
