What is the name of your state (only U.S. law)?
California

In previous years, I have had few itemizable expenses and have taken the standard deduction on my tax return.

For 2009, I expect my state tax alone to be higher than the federal non-itemizer's deduction.

Do my state taxes get deducted if I do not itemize or should I plan to itemize for 2009?

Also, is there a minimum % of income that donations must reach in order for them to be deductable?
