Is it true that gift of money is not considered income, therefore any amount of gift incurs no tax to the recipient. Hence, a person can receive up to 1 million dollars, all at once, as a gift without paying taxes on it?

Recipients don't pay taxes. Donors must file gift tax returns when they gift over $11,000 to a recipient in a year. Gifts over $11,000 eat into the $1.5M tax-free estate when the donor dies.
