We got a refund today from the Federal my husband still owes money for back child support. Can we cash the check even if we know that it's supposed to go directly to the state? can we call the IRS and explain this to them (does anybody have a number where I can actually talk to a person) should we just save the check and cash it later and pay off the child support balance afte the State taxes get taken?
