report of foreign bank account

What is the name of your state?
Hi,
I recently found out about the requirement to file the 90-22.1 form. For the last couple years there was no need to file, but before that the requirement would apply for 2 years(2002/2003). Do you just send the forms in for those past years, not send since it is past due and the accounts are closed, or do you need to file any special form for filing late.
I called IRS and they really didn\'t seem to know. If someone doesn\'t know the answer, does someone know where I can call to find out.
