What is the name of your state (only U.S. law)?
virginia taxes but live in florida now ..
i need to know if delinquent virginia income taxes could be levied against my SS and/or retirement income if i'm a permanent resident of florida?

Generally not, but once you put them in a general bank account they are fair game.
