State refunds on Federal tax form

What is the name of your state? Georgia
I just read in Kiplinger's that if you did not itemise last year and you got a state refund you do not have to report it on your Federal taxes. Is this true and if so how long has it been in affect? Thanks--- forget it -brain out off order- Sorry
