I am currently on O.P.T (Optional Practical Training) as i am not a U.S Citizen or Green Card holder.

My question is can I get back the Social Securtiy and Medi Care amount deducted from my monthly salary?

If yes then
should the amount even be deducted in the first place by my employer?

Do I have to ask my employer to return the amount or get it back during the tax return that we file?

Are you here on a student/trainee visa & is your OPT part of the "main purpose" of your visit? If so, you are exempt from SS taxes. You need to request a refund from your employer. If you can't get one that way, you can request a refund from the IRS.
