What is the name of your state? florida
I have a friend who works as an instructor for a business. This business does not take out payroll tax. My friend had a huge debt of about $1100 to fork out in taxes so she never filed is this legal or should she be investagted?

Investigated for not filing? Probably not, unless she's showing a pattern of failure to file.

She should file, even if she can't pay them. The debt will not go away, even if she ignores it.
