Tax Levy & VA Disability

What is the name of your state? WA

My husband is a disabled Vet, our only income is his disability & the benefits I get from the VA for attending a community college. We both owe back taxes and have tried to pay them off in installments but haven't been able to make all the monthly payments. They are threatening to sieze our property, but we don't have anything to take! We rent and our vehicles are literally falling apart. Can they seize his Va Disability? We can't afford a $400 an hr tax attorney.
