Tax limitation

What is the name of your state? California

In 1996 I filed a chaper 13 for back taxes. Towards the end of 1998 I became disabled and can no longer work. Can you please tell me if the 10yr limit for collecting back taxes started from the filing date in 1996 or the last time I made a payment in late 1998? I can't find anything on this.
