Can the IRS /AZ Department of Revenue charge a taxpayer penalties and interest for a particular year if the taxpayer did NOT owe taxes for that year?

No, but if the taxpayer doesn't file a return, then neither department knows that the taxpayer doesn't owe any taxes.
