1) Yes, a home can be seized and sold for back property taxes. It can have a lien put on it for other taxes.

2) A mortgage company can see a foreclosed home for whatever price they like. Most of the time they are going to try to get the best price they can, in a relatively short time frame.

To amplify on this, when a house is foreclosed it is auctioned. Now normally the bank will bid for what they have in it and since things are typically overfinanced, the bank ends up the high bidder. The sale proceeds go to paying off the secured parties in order of seniority. This is the only sale that matters to the foreclosure, not what the person who buys it at auction does with it subsequently.

Once whoever bought the house at auction has it, they can do what they want with it. Some banks in particularly depressed areas are just bulldozing them.
