What is the name of your state? PA

I received my 1099-g from UC benefits and it says that I had a total payment of $2996.00 and it says that the tax withheld is $2940.00. If I file this as it stands, am I held responsible for any mistakes made by the UC dept that I claim?

Probably. As it is your responsibility to track and report your income/expense. The DOL will probably send you an amended 1099-G when they figure it out.

If you file a return with a document showing almost as much withholding as there was income, yes, you are responsible for that.

Contact the state immediately and ask for a corrected form, and don't file until you get one.
