Does a US citizen that is a resident of Mexico have to file income earned in Mexico on their US Tax Return?What is the name of your state?

Yes, US Citizens must file returns on their total WORLDWIDE income. That includes Mexico.

See a tax professional near the US Border with Mexico if you can. Make sure the person has lots of experience doing international returns. There's an excellent chance you won't have to pay any tax, but you will still have to file.
