What is the name of your state (only U.S. law)? Mississippi...federal gov. withholding wages in the sum of $1200.00 a mo. This stems from not filing in 2003. All tax records were destroyed during the storm Katrina in 2005. Is it possible to go directly to the federal building and speak with IRS officials to pull this garnishment? IRS says we owe $ 22000.000 but our records show 8000.00. So far we have paid in roughly 7200.00.As far as records: we have 2003 bank statements which clearly show pay-outs. Any info will be greatly appreciated. Thank you!

First, you can get the garnishment replaced with an installment agreement for much less than $1,200 per month to deal with the immediate problem. Then, have the 2003 return filed using your best efforts and what documentation is available. In most cases, that return will be accepted as submitted and will replace the $22,000 liability. It is even possible to get all collection put on hold while the 2003 return is posting.

My suggestion is that you hire a professional with IRS collection experience. They will be able to handle this very quickly.
