Question

when outsource, does a hiring company have to pay different tax?

What is the name of your state? IL

If a US company wants to hire an overseas contractor/outsource vendor, is there anything different in terms of US taxes(and laws)?

There can be all kinds of complex differences, depending upon the specific facts of the matter.
