Where do I send penalty abatement request?

What is the name of your state? Washington

I am writing the IRS to try and get the penalties abated that my deceased mother owed. Do I send the request for abatement to my local IRS office or to the national office that sent me a notice of the bill due?

Carefully follow the instructions in the letter, and send your response to the place and person that sent you the letter. They are the ones who are awaiting your response.
