withholding paid to wrong state by employer

What is the name of your state (only U.S. law)?

I live in Delaware and started a new job in November of 2010 in PA.

I didn't notice that my employer has been taking out PA state
tax even though I live in Delaware until I started my tax returns.
And the employer has my correct address in Delaware.

What do I have to do to straighten out my taxes?

Actually, you should be paying tax in both PA (as a non-resident) and DE.
There's no reciprocity with Delaware and Pennsylvania. PA has reciprocity with NJ, MD, and IN. Delaware with nobody.
Delaware does give you a credit for the amounts paid elsewhere however.
