Question

WV special levy question. Legal?

I live in Han**** County WV and the county commissioners have allowed a special levy to appear on the ballot which would give an independant, private, non-profit organization $300,000 if passed from property taxes. Is this legal? How can someone who votes against the levy be forced to contribute to a charitable organization if the levy passes? I need info fast as the vote is for next Tuesday.
