I think finding out the plumbing contractor’s insurer would be most helpful - although you can sue the contractor directly and leave it to the contractor to notify his insurer (assuming the contractor is insured).

Edit to add: Following is a link to information on the small claims court process in Arkansas, if you are seeking under $5000 and wish to go that route. Attorneys are not allowed to represent litigants in small claims.
