My city employer in Wisconsin is offering a dental plan to all "eligible" employees starting in 2016. There are 3 city departments that are still represented by a union and they are only offering the dental plan to the union workers if they forfeit an already negotiated wage increase. They want a .75% cut in future wages (already in contract language) in order for the union workers to get the same benefit the city is offering to non-representative employees (without penalty).

Can the city administrators legally do this?
