how can i make my job stop breaking the law and restore my health benifits

What is the name of your state (only U.S. law)? new york state.I was a civil service employee at a school district in long Island,ny for 15yrs I was injured and had a total of nine operations and a total knee replacement I was granted disability under article 15 by the nys controler because, I could no longer perform any of my duties.I was informed by the nys retirement that my job is supposed to continue my health benifits under the retirement act.I went to the union and they said that the school district is breaking the law,I followed all the proper steps I submited all paperwork to the resurce office and the schools superintent. Every ones is Passing the buck.What can I do I I have been dealing with this since 2005 I have a wife of 18yrs and two boys and now they dont have any insurance but I have medicare and its not diong it all ,ITS not fair.What is the name of your state (only U.S. law)?
