late fees legal?

What is the name of your state (only U.S. law)? IL
Is it legal for a local union to charge late fees on past due, dues or assessments? Thanks

It was an approved motion at an Executive Board meeting. There is nothing that addresses it in our constitution or local bylaws. (International Brotherhood of Electrical Workers IBEW).
