NTEU and overtime assigned

I work for CBP and we are required to work overtime. Our newly elected union is the NTEU. According to this union's overtime regulations (section 22) after an employee has worked 20 hours of forced overtime in a 7 day period, an employee should not be called upon to work more overtime without the supervisors looking for someone else to replace that exhausted person and the next available employee has not yet reached the 20 hour limit in a 7 day period. However, when a supervisor is told this, the revert to saying either "no that does not apply" or you Officer are part of the old union AFGE which was voted out. Always when management wants things to go their way i.e. forcing people to work when officers cannot even keep their eyes open it always goes their way. However, it appears that supervisors are exempt from overtime but I don't know what law that comes from since they are non-bargaining unit employees. Supposedly all employees are required to work overtime regardless of position at least that is what the requirements were on the employment application.

Also how do they get away with not paying any overtime to people who have had to stay a little extra (30 mins to 1 hour) but management says they didn't authorize it therefore they refuse to sign the overtime card so the employee can get paid for hours worked!?

I feel that some serious violations have occured in these two situations.
