When a union files a grievance against a person, and it goes to arbitration, and the arbitrator files subpoenas for witnesses, are those witnesses required to attend? It's not a court case, there is no judge, so what gives an arbitrator power to subpoena people and have them legally required to show up? Especially if the witnesses being called are not employees of company involved, or the union, but just a short term contractor who hasn't been there in months. |
