Constitutional law question

What is the name of your state? Mississippi

I am looking for someone who knows constitutional law. My question is; If a parcel of property has been zoned for many years (such a r4, multi family), is it constitutional for the county to require a complete new public hearing and review for approval before the zoning board before a permit can be issued? This is prevelant in the Hurricane Katrina affected areas and has greatly hampered building of affordable housing for homeless families. It seems this process could lead to selective enforcement of the law if this board was so inclined to disallow these sorts of projects. Thank you.
