Court Access Right=Lexis Access Right?

What is the name of your state? Pike Co., Pennsylvania

Pike County has a large collection of new and old LEXIS-Nexis / Mathew Bender CD-ROM's.

They allow access to US Circuit, Supreme and Pennsylvania Higher court decisions through the ages since 1781, mostly for inmates at the Pike County Correctional Facility Law Library [MS Windows 2000].

Question: how should I petition the [county? Supreme?] court to turn over the older versions to the Milford, PA public library?

Primary argument: Any pro se litigant in a criminal proceeding without these types of legal resources is at a huge disadvantage in an adversarial system in which the other sides have them.
