What is the name of your state? Michigan

What law requires judges to remain an impartial referee to a proceeding and prohibits them from practicing law from the bench?
Is it the 1948 accountability act?
What does it say?
How come I can not find any information on this act?

Huh. I didn't think there was a statute. I'm not sure judges are required to be "referees". I always thought they were supposed to be interpretting the law which may very well be seen as "practicing law". You know what they say - practice makes perfect.

If you find that statute, let us know.

Unless or until you can cite a specific example of what you are talking about no one is going to do your homework for you.
