My response:

The term "without prejudice" means that, notwithstanding the applicable Statute of Limitations, or the merits of the claim, you can refile your claim.

The term "with prejudice" goes to the heart of the merits of a persons claim and means that you cannot sue for the same matters; the case is over forever.
