Majorly Upset!!!!!!!!!!!!!

Help, The military dispursement Department for the Navy has made a mess of things( expecting us to pay our rent with no money, when they were supposed to start our allotment on January 1st.) They lost our paper work and now it is being put on us. I thought that the Navy were for their people. What are my rights, and how do I get them to fix it before January 1st.
