its a tough case , i dont think the police actually have to release the information. but what i would try is to kinda bend thier arm a little .. ok now i am not saying to "do this, " and it will work . just its a sneakey way of getting information..
ok first off what i would do is search anny online place to dig up youre local state law {california statutes

right to know laws .. annything that looks some what aproprioate.
and get as many laws as you can get and copy and paste a huge like half a page of all the laws you can find on the subject
so they have to dig , then they get tired and give in a little
in other words if you cant dazzle them with brilliance baffle them with bullcrap,//
ok i would send them this nice almost legal looking piece of paper registered certified , to the police involved..

that was just an example not an actual as you need a bit more information that is a pain in the ass to cross referance ..
and give this thing about half a page of what ever you can dig up... you may press the corect buttons on somebody .. then take it to thier boss , youre congressmen .. and maybe a nice threat to the tune of ya know this should be in the news paper..
