If the person is doing business with the government agency, then the answer to your question is yes.

is it right

What if the parking authority of P.A. is putting a new regulation in place that will force every taxi/limo in the city to put in a wireless credit card michine The parking authority is also talking about making every taxi cab and limo owner go through one provider that they name for these systems as well as the GPS systems. The parking authority is a regulitory agency, so no I don't think that they would be doing bussiness. Is that legal or fair for the taxi/limo owners who may have found a provider that they want to go with instead or for the other venders in the city?

I don't think the answer to this one is that clear.

Go consult an attorney.
