What is the name of your state? kentucky is thinking about forcing state employees to pay union dues even if non member at the time of employment a statement was signed by me that i would not participate in any strikes or labor slowdown due to the position i hold dispatching for the state police any advice would be appreciated

Unless my list is old, you do not live in a "right to work" state. You cannot be forced to join the union, however they are still entitled to take "reasonable agency fees" typically about what they'd take in union dues.
