What is the name of your state? Kentucky

A family member (X) falsifies a request to a pharmacy to acquire all presecription records for a different family (Y) member without (Y) knowing this. Family member (X) now has the records in hand. Is this a pursuable case, and on what grounds to begin? Note: Family member (X) has no justification for acquiring these records as family member (Y) is fully compitent and capable.
